A new concept plan has been unveiled for The Confluence Historic Site & Parkland, outlining a long-term vision for the 42-acre site at the meeting point of the Bow and Elbow Rivers.
The plan proposes a significant expansion of year-round public programming and cultural infrastructure, including:
A 2,500-person Pow Wow Arbour as a central gathering space
A covered event stage and concert lawn with capacity for major festivals and community events
New gardens, interpretive pathways, and Indigenous learning spaces
Expanded connections between East Village, Inglewood, RiverWalk, and the future Green Line
Winter programming features including skating, gathering spaces, and seasonal event infrastructure
Enhanced river access, ecological restoration areas, and outdoor gathering spaces
The vision positions The Confluence as both a cultural destination and a significant piece of Calgary’s evolving public realm, connecting the city’s historic birthplace with the ongoing transformation of East Village and the emerging Culture + Entertainment District.
As Calgary continues investing in major civic and cultural infrastructure, projects like The Confluence highlight how public spaces can support tourism, community gathering, cultural storytelling, and year-round activation in the downtown core.
