High-Rise Vision Returns to Eau Claire

A decade after a previous plan was shelved, QuadReal Property Group is reviving its vision for Eau Claire's last two surface parking lots. The proposal includes eight residential condo towers with retail and restaurant amenities, stretching across two blocks between 4th and 6th Streets SW. The Calgary Planning Commission has unanimously approved rezoning and an area redevelopment plan amendment, setting the stage for what could be a transformative residential hub in the city core.
While no development permit has been filed yet, the project replaces an earlier 2014 plan that included a hotel and grocery store. The Eau Claire Community Association supports the proposal but urges minimum unit sizes to avoid a wave of “tiny condos.” Shadowing concerns have also been addressed, with building heights constrained by Bow River sun shadow regulations.
If approved by city council this September, the development could significantly elevate Eau Claire's role in Calgary’s downtown revival.
